Oak Creek HOA - Annual Meeting Minutes - 9/22/24
The meeting began at 5:07 pm
WELCOME - A quorum was present
President Betsy Larson, VP Tom Lewis, and Secretary Katherine Flenniken in attendance.Homeowners introduced themselves.
FINANCIAL
- 2023-2024 Budget: Recurring expenses were generally in line with the budget, except we paid slightly more for web fees and insurance than budgeted.
- Budget for FY 2024-2025 is $3145 expenses, $6250 income and net capital reserve of $5012. No dues increase will happen this year and annual dues will remain at $125. 
- We ended the fiscal year with all homeowners’ current on their due’s payments
NOTE: Homeowners can now pay their annual dues using the Zelle feature if their bank or credit union is a member. There is no fee for this service and it will transfer the dues payment from a homeowners account to the SW Oak Creek HOA account. Homeowners need only to log on to their bank’s website or app and register with Zelle. Use SW Oak Creek HOA as the recipient, with the e-mail: robartlaw@comcast.net.
ARCHITECTURAL CONTROL COMMITTEE (ACC)
- Linda Strand reminded homeowners that any changes to the exterior of a homeowners’ house/property must be approved by the ACC. There is a 3 step guide to getting this approval on the website and well as contact info for ACC members.
- Deidri Tamlyn will step down from the ACC after 10 years of service on the committee. We thank her for her service to the community. The ACC is looking for a new committee member to replace her.
BOARD BUSINESS
- Beth Cooke completed her term as board member. We thank her for her service to our community. The Board is looking for a new committee member to replace her.
NEW BUSINESS
- Social Activities: The group had a discussion about social events the community organized before Covid and a desire to bring back some of these social events. Prior events included a yearly potluck and July 4th picnic in the green space. Future events suggested included pumpkin carving, a neighborhood garage sale and a potluck. Anyone wishing to serve as a social committee chair please notify the board. Dana Lewis and Katherine Flenniken will look to arrange a potluck, date to be determined, but preferably before the rainy season begins. 
- Joyce Berney recommended Ridwell and described its services. It is a recycling service for a monthly fee that recycles more items than the curb bin, such as: various plastic bags, plastic lids, deli containers and old clothing. Recommendations for service providers can be posted on the HOA website. 
- All houses need to maintain lawns per the CC&R, regardless of occupancy. 
- The time of the annual meetings is hard for families with young children. It is difficult for both parents to make it. A suggestion was made to start earlier on a Sunday.

SW Oak Creek HOA Annual Meeting Minutes - 9/11/22

President Serena Bales, VP Cory Radcliff, and Treasurer Bob Lawrence in attendance
Homeowners introduced themselves.

FINANCIAL
2021-2022 expenses down slightly due to less expense for the website and postage. Income was up slightly from collection of past-due dues and prepayment of dues by new homeowners.
Budget for FY 2022-2023 is $2695 expenses, $6250 income and net capital reserve of $2456. Dues increase from $100 to $125 reflects anticipated inflation costs of website and insurance and to cover cost of two capital projects (replacement of mailbox at Vesta and Oak Creek and fence replacement at 11645 Oak Creek).
ARCHITECTURAL CONTROL COMMITTEE (ACC)

BOARD/ACC ELECTIONS
Three homeowners were elected to the board to replace one vacancy and two members retiring: Katherine Flenniken, Betsy Larson and Beth Cooke.
NEW BUSINESS
Luong Vu asked that neighbors be respectful of each other and remember to keep their landscaping tidy and promptly remove their trash/recycling cans after Monday pick-up. She offered to help neighbors who made need help with these tasks.

A lively discussion took place among homeowners and Tract A owners about how to deal with tree hazards in Tract A and the general question of liability. The board reiterated its commitment to facilitating a solution to the issues surrounding Tract A.

A request was made for homeowners to contact the City of Portland’s Department of Transportation if their storm drains become clogged before the onset of fall weather. SW Oak Creek HOA Annual Meeting – 9/21/21
5:00-6:00 pm
Brittany Kelley welcomed attendees and reminded them to review their contact information on the homeowners list and update, as appropriate. Collected annual dues checks from homeowners in attendance. 

Completed New Seasons gift card drawing – winner was Scott Corbett.

Introduced Board members.

Bob Lawrence reviewed the financial report, annual expenses and variances from 2020 to 2021. Decreased maintenance expense for Tract A as a homeowner volunteered to do the mowing in 2021. Annual dues are $100 per household. Reviewed the reserve fund and planned use of those funds – immediate within next 5 years will fund neighborhood mailbox replacements and future within next 15+ years will fund replacement of fencing covered by HOA under CCRs.

Diedre Tamlyn provided an overview of the ACC and what falls under the committee’s purview for approval. Diedre brought up questions re: 1) completing the fencing along 27th, 2) ongoing parking of RVs/sprinter vans in driveways/streets and 3) mailbox replacement timeline. The Board will review these items in October. 

Scott Corbett reminded homeowners of the need for new, interested homeowners to volunteer for Board or ACC positions as there has not been any turnover in the last few years. 

On behalf of Serena Bales, Brittany Kelley presented the idea of adding a book library in the neighborhood either on Serena’s property or the corner of Tract A using HOA funds (estimated at ~$350) to purchase the materials and using Corey Radcliff’s daughters’ Girl Scout group to build and put up. Homeowners in attendance were in support and suggested asking for donations to the fund the materials purchase and confirming if Tract A owners need to approve if that’s the location it will be put on. The Board will continue researching this opportunity. 

Homeowner brought up concern that there are tree branches overhanging the sidewalk that interfere with using the sidewalk on the lower part of Oak Creek Dr. The Board will review in October.
